He was predeceased by: his father Clifford Allen Palmer, Sr.. He is survived by: his mother Loiyresa Palmer (Owens) of Oakland; his wife Carol Palmer (Tasker); his daughter Lydia Palmer of Kitzmiller; his siblings, Sallie Miller of Moorefield, WV, Linda Cuppett of Moorefield, WV and Roy Palmer of Oakland; and his grandmother Goergie Owens of Bayard, WV. He is also survived by nieces and nephews.
