He was predeceased by: his parents, Donald Lee Phillips Sr. and Rose Marie Wise Phillips. He is survived by: his siblings, Susan K. Buffington of Union Bridge and Donald L. Phillips Jr. (Leslie) of Westminster. He is also survived by many nieces and nephews.
Visitation was held on Friday, March 28th 2025 from 7:00 PM to 9:00 PM and on Saturday, March 29th 2025 from 9:30 AM to 10:30 AM at the Hartzler Funeral Home- New Windsor (310 Church St, New Windsor, MD 21776). A graveside service was held on Saturday, March 29th 2025 at 11:00 AM at the Pipe Creek Cemetery (130 S Clear Ridge Rd, Union Bridge, MD 21791).
