He is survived by: his wife Debra Carter; his children, Lynda Cox (Richard) of Dunkirk, Joseph Carter Jr. of Sunderland, Joshua Carter (Emily) of Prince Frederick and Brittany Campbell (Ryan) of Huntingtown; his grandchildren, Richard Cox, Jr. (Susie) of Sunderland, Shannon Carter (Kyle Hurley) of Chesapeake Beach, Jacob Cox (Kirsten) of Dunkirk and Joseph Carter III of Chesapeake Beach; and his siblings, Teddy Carter of Cheltenham, Molly Carter of Huntingtown, Ruth Clark of Upper Marlboro and Dave Carter of Marlton. He is also survived by 6 great-grandchildren.
