He was predeceased by: his parents, Royce Payne and Rossie McGuire Harris; his son Royce J. Payne III; and his stepfather William Harris. He is survived by: his wife Kathleen; his children, Ryan Payne and Shannon Smith; his siblings, David Welsh, Sylvia Warwick and Kathy Dibiase; and his granddaughter Shelby Rose Smith.

In lieu of flowers, memorial contributions in Royce's name may be made to: American Cancer Society and Hospice of Charles County.
