He was predeceased by: his wife Anna M. Horner Browne; and his sisters, Caroline Houghtling and Jane Chiveral. He is survived by: his children, Phyllis Browne, Philip Browne (Mary), Mark Browne (Julie) and Stephen Browne (Susan); and his grandchildren, Philip Browne Jr., Sean Browne, Rachel Browne, Josh Browne, Ryan Hessler, Sarah Hessler, Sarah Browne, Adam Browne, Sharon Belt, Tim Belt and Nicholas Browne.
With limitations made to funeral practices due to the COVID-19 pandemic, all guests are asked to wear a mask and practice social distancing per current public health guidelines.
In lieu of flowers, memorial contributions may be made in Clifford's name to the Maryland 4H Foundation or the American Cancer Society.
