He was predeceased by: his parents, Roy Calvin Moats and Bridgett Weller Moats; his former wife Marvel Elizabeth Moats; his son Steven Duane Moats; and his siblings, Ray C. Moats, Homer E. Moats, Leroy E. Moats, Paul J Moats Sr., Helen Pittman, Shelva Jean Crouse and Mary Jane Stuckey.
He is survived by: his wife Norma Lee Moats; his children, Ricky Moats (Geneva) of Hancock Md, Robert Deneen of Florida, Troy Boyer (Angie) of Halfway Md, Cory Boyer, Williamsport Md and Patti Deneen Diehl of Hancock Md; and his sisters, Betty J. Hixon, Veriee Weller, Etta Mae Younker and Rosalie Ward. He is also survived by numerous Grandchildren and Great Grandchildren.
