He was predeceased by: his brother David Rains. He is survived by: his spouse Dale Rains; his children, Stacey Rains Troeger (John) of Rochester, Charles Rains (Brigitte) of Annapolis, Susan Rains Bell (Wayne) of Kennebunkport and Robert Rains of Glen Burnie; and his brother Larry Rains.
In lieu of flowers, the family would appreciate donations to the Hospice of the Chesapeake.
