She was predeceased by: her husband William Allen Penner; and her sister Nellie L. Segner. She is survived by: her grandparents, Lloyd Kieffer Baker and Mary Jenny Baker (Smith); her godson John A. Shaffer II; and her siblings-in-law, Nevin C., Carol L. Penner of Hagerstown and Jane Brewbaker.
