He was predeceased by: his father Robert Mills; and his sister Sandra Mills. He is survived by: his mother Dorothy Mills (Mongan); his wife Billie Mills; his children, Michelle Galeano (Julio), Carol Ramirez-Lopez (Jaime), Courtney Hildebrand (Jonathan), Kelsey Mercer (Zachary) and Todd Mills, Jr.; and his siblings, Virginia Kelley (David), Ruth Anne Mills, Cheryle Smith (Brad), Pat Mills, Robert "Butch" Mills (Vicki) and Leonard Mills. He is also survived by 20 grandchildren, many nieces, nephews and cousins.
Viewing was held on Sunday, January 5th 2025 from 4:00 PM to 6:00 PM at the Minnich Funeral Home (415 E Wilson Blvd, Hagerstown, MD 21740).
