She was predeceased by: her parents, George Clifford and Minnie Gertrude Miller (Hill); her husband George Charles Penner; her siblings, Leola Wilhide, Beaudric, Charles and Stanley Miller; and her great grandchild Olivia Penner.

She is survived by: her son Gary Lee Penner (Sherry) of Hagerstown; her grandsons, Doug Penner (Leigh) of Virginia Beach, Jillian, Madelyn Penner and Robert Penner of Hagerstown; her great grandchildren, Taylor, Mathew C., Mary E. and Ethan C. Penner; and her brother George E. Miller. She is also survived by numerous nieces and nephews.
