He was loved and cherished by many people including: his parents, William D. Phelps, Jr. and Sharon Phelps (Pulkkinen) of Frederick; his children, Marci Anna Phelps, Ian Phelps, Madison Phelps, Ella Phelps and Nathan Phelps; and his brother Michael Phelps (Kimberly). He was also cherished by numerous extended family and many friends.
