He was predeceased by: his parents, Dewitt Phelps and Mary Lee Turner Phelps; and his siblings, Maxine, Arlene, Addie, Fredrick, John, Carl and Eugene.
He is survived by: his daughter Candace Arlene; his brother Curtis of Clovis, CA; his grandson Marcus (Genevieve) of Germantown, MD; and his daughter Cheryl Watkins of Bowie, MD. He is also survived by numerous nieces, nephews, cousins, and close friends.
