He is survived by: his wife Susan Marie Phelps; his children, Richard Rudigier Phelps, Nicholas Joseph Phelps and Gabriella Marie Phelps; his grandchildren, Dominic and Kainan Phelps; his sister Raj Inder Kaur Khalsa; his nephews, Siri Gurmukh Singh and Gurprakash Singh Khalsa; his brother Mark Phelps; his nieces, Lindsey and Rachel; his nephew Stephen Phelps; his mother-in-law Carolyn Antonelli; his brother Jeff; his sister-in-law Christine Antonelli Cox; his nephews, Ryan and Matthew Cox; his brother Frank; his sister-in-law Layah Antonelli; his nephew Santino Antonelli; his niece Sofia Antonelli; and his brothers-in-law, Anthony and Michael Antonelli.

Richard Lee Phelps JR. 60, died from COVID-19 complications July 9, 2021 at George Washington University Hospital in Washington DC.
