He is survived by: his wife Loretta C. Foster; his children, Sharon K. Williams and Edward J. Foster; and his grandchildren, Shelley M. Puffenbarger and Brian J. Williams.
Visitation was held on Monday, January 27th 2025 from 10:00 AM to 11:00 AM at the DeVol Funeral Home - Maryland (10 E Deer Park Dr, Gaithersburg, MD 20877). A funeral service was held on Monday, January 27th 2025 from 11:00 AM to 12:00 PM at the same location.
