He was loved and cherished by many people including: his parents, Paul E. Cutter and Anna C. Cutter (McGoye); his siblings, Mary Jane Martin, Letha Mae Hetz and Michael F. Cutter; his wife Naomi "Dimples" Cutter; his sons, William Cutter (Kimberly), Trevor Cutter and Matthew Cutter; and his sister Anna Cutter Montgomery of Gerard, OH.

Interment will follow in Frostburg Memorial Park Donations Pledges.
