She was predeceased by: her parents, Mary Frank and Oliver Frank. She is survived by: her husband Steve Fosburg; her daughters, Stephanie Fosburg (Laura), Stacie Chalupka (Don), Leslie Meyer (Brad), Erica Mata (Gabe) and Megan Minnick (Kevin); her grandchildren, Alex, Zak (Petra), Caroline (Andrew), Maria Chalupka, Ty, Avery, Regan Plate, Kaelyn, Reese, Braden, Addy, Isabela Mata, Hailey, Owen, Ryan and Ashlynn Minnick; her great grandchildren, Haven Chalupka and John Alden Chalupka; and her sister Karen Frank (Abby) of Rockville.
Visitation will be held on Sunday, February 23rd 2025 from 1:00 PM to 2:00 PM at the Stauffer's Funeral Home (1621 Opossumtown Pike, Frederick, MD 21702). A celebration of life will be held on Sunday, February 23rd 2025 at 2:00 PM at the same location.
In honor of Joan's lifelong love and commitment to children as a mother, grandmother, and nurse, memorial contributions may be made in her name to St. Jude's Children's Research Hospital.
