She was predeceased by: her parent Albert William Coulter; and her husband George Marvin Waters. She is survived by: her parent Elizabeth Alcinda Reeser Coulter; her son Charles Waters (Patti) of Knoxville, MD; her grandchildren, Andrew Waters (Ashley) of New Market, MD and Kristen Bowling (Kyle) of Arnold, MD; and her great grandchildren, Caroline, Torin and Cayla.

In lieu of flowers, memorials may be made to Brownsville Church of the Brethren.
