He was predeceased by: his parents, Hubert Hiram Skaggs and Anna Laura Lawrence Skaggs; his brother Rhea (Marie); and his son Steven. He is survived by: his daughters, Laura Kidd (Doug Kidd) and Lisa Mercer (Michael Mercer); his grandchildren, Kristen Welch (Joseph Welch), Jordan Mercer (DJ Yorke) and Luke Mercer; and his great grandchildren, George Welch and Charlotte Welch. He is also survived by his niece, nephews, and many friends.
Visitation was held on Thursday, February 13th 2025 from 1:00 PM to 2:00 PM at the Resthaven Funeral Home (9501 Catoctin Mountain Hwy, Frederick, MD 21701). A funeral service was held on Thursday, February 13th 2025 at 2:00 PM at the same location. A burial was held on Thursday, February 13th 2025 at the Resthaven Memorial Gardens (9501 Catoctin Mountain Hwy, Frederick, MD 21701).
