He was predeceased by: his parents, Herbert Wesley and Ethel Virginia Devilbiss; his wife Doris Lorraine Devilbiss; his children, James L. Devilbiss, Robin Devilbiss and Tammy Stull; and his siblings, Margaret Reed, James E. Devilbiss, Hazel Devilbiss, Edna Beall and Mary Frances Van Cleef.
He is survived by: his son Joseph Franklin Devilbiss, Sr. (Carol); his grandchildren, Joseph F. Devilbiss, Jr. (Billie Jo), Wendi Mills (Gene), Tanya Snodderly (Robert), Kayla Brannen (Tyler), Savannah Stull (Gage) and Megan Andrews (John); his siblings, Clara Moore, Shirley Curry and Gloria Mercer (Frank); and his son-in-law Mike Stull (Tara). He is also survived by numerous great-grandchildren, nieces, nephews.
In lieu of flowers, memorial donations may be made in Franklin's name to Lewistown United Methodist Church.
