He was predeceased by: his mother Doris Vaughan; his wife Elaine Vaughan; his daughter Beth Murphy; and his grandchild Kyle Cole. He is survived by: his girlfriend Elaine Lottes; his children, Diane Cole (John) and Chris Vaughan (Kathleen); his son-in-law Will Murphy; and his grandchildren, Heather, Danielle Clark, Adrienne Mincy, Kaitlin, Cassidy, CJ Vaughan, Bridget Fetzer, Dylan and Jackson Cole.

“Chris & family. Joe was very special and dear to me. When I was called up for Desert Shield/Storm he was my boss. At that time there were tales of Reservists leaving their regular jobs and facing extreme financial hardships. People like that were in my battalion. Joe and others offered my wife and three small children any financial assistance they needed. As a senior officer I did not have that need. But it was comforting to know of such generosity, which allowed me to focus on the job at hand.”
