He is survived by: his mother Rosa Mae Haynes Carter of Columbia, Maryland.; his wife Deborah Harriman Carter of Federalsburg; his children, Melinda Cook (William "Billy" Cooper) of Queen Anne and David Carter (Robyn) of Federalsburg; his grandchildren, James IV, Dakota, Kyle, Austin, Beatrice, Wyatt, Mariah and Marshall; and his brother John A Carter of Dundalk, Maryland..
