He was predeceased by: his parents, Thelma Lee Outland and Johns Outland Sr.; and his siblings, John Outland Jr., Joseph Outland, Willie Outland, Jimmy Outland and Deborah Outland Jackson.
He is survived by: his children, Darrick Emory, Sherrita Emory Outland, Sarah, Charles Outland Jr. and Cherie Pagen (Bob); his sister Dianna Outland-Little; his brother-in-law Willie Little Jr.; his grandchildren, Sha'Riya, Da'Zheem, Da'Rasha, Caden, Sariah, Myona, Amiah, Jalisa, Gabriella and Keith; and his great grandchild Eliona. He is also survived by nieces, nephews, cousins and friends.
