He was predeceased by: his parents, James A. Phillips and Annie V. Phillips (Marshall) of Barnesville, MD.; and his siblings, Robert, Doug Phillips and Judy Osbourn.
He is survived by: his wife Anna; his son Jackie L. Phillips Jr.; and his sisters, Nina Phillips (Richard Adams) and Nona Payne (Rick). He is also survived by numerous nieces, nephews and cousins.
Visitation will be held on Saturday, March 29th 2025 from 2:00 PM to 4:00 PM at the Hilton Funeral Home (22111 Beallsville Rd, Barnesville, MD 20838).
