He was predeceased by: his father John Robert Mencer, Jr.; his wife Bobbie Jean Mencer (Knippenberg); and his brothers, John W. Mencer and Richard E. Mencer. He is survived by: his mother Shirley Pauline Mencer; his brother Roy Edward Mencer, Sr.; his nephew Roy Edward Mencer, Jr.; and his niece Alyssa Mae Nazelrod.
Visitation was held on Thursday, February 13th 2025 from 4:00 PM to 6:00 PM at the Scarpelli Funeral Home (108 Virginia Ave, Cumberland, MD 21502). A funeral service was held on Thursday, February 13th 2025 at 6:00 PM at the same location.
