He was predeceased by: his parents, Robert Windsor and Tressie Elliott Windsor; his wife Betty Keyser Windsor; and his siblings, Bob Windsor, Bill Windsor, Ann Boblaski of Hebron, Tom Windsor, James Weldon Windsor, Roy Windsor and Frances Talmo.
He is survived by: his children, Carlton L. Windsor, Jr., Rhonda of Delmar, Joseph Andrew Windsor, Brenda Burris Windsor of Marion, Tammy Bradshaw and Charles of Crisfield; his siblings, Earl Windsor and Peggy Disney of Salisbury; his grandchildren, Brittany Larmore, Tressie Windsor, Betty Windsor, Joseph Andrew Windsor, Jr., Donna, Shannon Brittingham, Chris, Colby Ward, Jeremy, Brittany Kyle Harris and Bobby; his great grandchildren, Sloan Larmore, Katlyn Catlin, Dyllan Elijah Jones, Trace Brittingham, Audrey Brittingham, Camden Brittingham, Hailey Ward, Noah Ward and Charlie Estelle Harris; and his caregivers, Betty Windsor, Bonnie Ward, Courtney Diggs, Donna Smith, Melinda Dowden, Darla Holland, Matthew Gott, Dylan Townsend, Karis Reynolds and Karen Goodman. He is also survived by numerous nieces and nephews.
