We are sad to announce that on December 16, 2022, at the age of 62, John Carl Tugwell of Columbia, Maryland passed away. Family and friends are welcome to leave their condolences on this memorial page and share them with the family.

He was predeceased by: his parents, John Carl Tugwell, Sr. and Sonya Smith; and his brothers, James Tugwell and Jeffery Tugwell. He is survived by: his wife Donna Tugwell; his sibling Francis Tugwell; his stepfather Wayne Smith (Jerome Svec); his sister-in-law Mary Brady (Teresa Sless); his stepdaughter Kimberly Rouston (Daniel); and his stepgrandchildren, Tyler Routson and Brooke Routson. He is also survived by many other relatives and family.
