He is survived by: his children, David A. Brougher of Annapolis and Susan B. Graves (Allan) of Grasonville; his granddaughter Stephanie G Mistretta (William); his stepdaughter Wendy Offutt; and his stepgranddaughter Sarah Milligan (Jim).
