He was predeceased by: his parents, Edward G. Carter and Mary Carter; his wife Devon Johns; and his brother Jim Carter. He is survived by: his children, Ashley MacLeay (Geoffrey) and Kelly Carter; his grandchildren, Madison, Michael and William; and his siblings, Mary Jo Lombardo (John), Margaret Perley (Rick), Edward Carter (Valerie), Eveyln Clarke (Jeff), Patricia Quill (Jack), Suzanne Boulay, Joseph Carter (Mary) and Kathy Garrett (Carl).
In lieu of flowers, the family asks that a memorial donation be made to the Kent Island Heritage Society or the Kent Island Volunteer Fire Department.
