He was loved and cherished by many people including: his parents, William Ernest and Ruth Elizabeth Phipps (Ford); his former wife Linda Ann Lovett; his wife Lina Ann Phipps; his children, James R. Phipps, Jr. of Chesapeake Beach, Steven E. Phipps of Chesapeake Beach and Stacey L. Carter (Joe) of Upper Marlboro; and his grandchildren, Scooter Phipps, Karin Phipps and Emmalee Moreland.
