He was predeceased by: his parents, Earl Phillips and Theresa Phillips (Hammond); his wife Rebecca E. Phillips (Cooper); and his brothers, Roger and William Phillips.

He is survived by: his sister Virginia Cloud of Nanticoke, MD. He is also survived by many nieces and nephews.

In lieu of flowers, memorial donations may be made to Charleston Fire Company, in care of the funeral home.
