He was loved and cherished by many people including: his parents, John Leggett and Margaret Leggett; his former spouse Remona Osborne; his wife Rita Babb; his children, Keith James Leggett of Sunset Beach, NC, Victoria Nisbet and Teresa Ridgeway of Colonial Beach; his sister-in-law Teresa Osborne of Duluth, GA; his niece Carol Hurley of Huntingtown, MD; his nephew Ronnie Leggett of Annapolis, MD; his brother Walter; and his daughter Debbie Babb. He was also cherished by several cousins, grandchildren, grandnephews and grandnieces.
In lieu of flowers, the family suggests memorial.
