He is survived by: his wife Katherine Phipps; and his children, Jennifer Jeffries (John) of Sykesville, MD, Tracey Phipps (Patricia) of Pasadena, MD, Karen Caicea (Steve) of West Virginia and Tobin Phipps of Brookeville, MD.. He is also survived by nine grandchildren and nine great-grandchildren.
