He was predeceased by: his parents, William A. "Ottie" Riggins, Sr. and Virginia Pauline Riggins; his wife Sharon Lea Riggins; his sister Helen Richardson; and his brother-in-law Charles H. Klemkowski.
He is survived by: his grandchildren, Jake William Joyner and June Khongpatimakorn; and his girlfriend Marti Hoban "Riggin" of Severna Park.
Visitation was held on Friday, March 28th 2025 from 2:00 PM to 3:00 PM at 208 S Baltimore Ave, Ocean City, MD 21842. A Mass of Christian burial was held on Friday, March 28th 2025 at 3:00 PM at the same location. A burial was held on Saturday, March 29th 2025 at 1:00 PM at the Cedar Hill Cemetery.
