She is survived by: her husband Robert Neil "Bob" Carter; her children, Billy Carter (Angie Carter) of Ellicott City and Karen L. Mowder (Jay Knight) of Sykesville; her grandchildren, Alexandra, Samantha, Kenzie Mowder, Chelsea Lader (Cory Lader), Cole, Corinne Carter and Owen Knight; and her great grandchild Laurel O. Lader.
