He was predeceased by: his parents, Howard Edwin Riggins and Virginia Riggins; his siblings, Clifton Edwin and Virginia Maxine; and his wife Carolyn Bledsoe Riggins.
He is survived by: his sons, William Walter Riggins III and Timothy Ray Riggins (Lyn); and his grandchildren, Tucker and Willow Riggins.
