He was predeceased by: his parents, Harold C. Phillips and Elsie B. Phillips; his sons, Richard H. and Walter D. Phillips; and his sister Paula P. Shaner.
He is survived by: his wife Ruth; his son David Charles Phillips (Cindy) of Ellicott City, MD; his grandsons, John D., Charles W., Michael S. (Martha) and Kevin J. Phillips; his stepgrandchildren, Sarah B. Dawson (John) and David Blaik; his great grandchild David Sullivan Phillips; his sister Alice Loughry of Auburn, CA.; and his brothers-in-law, Edward Dawson and Frederick Dawson.
In lieu of flowers, donations may be made to Davies Unitarian Universalist Congregation or Habitat for Humanity.
