He was predeceased by: his parents, Anne Margaret O'Connor Phelan and David Ignatius Phelan; and his sister Joan Phelan Mostert. He is survived by: his wife Doris Ehlert Phelan; his children, Stephanie Phelan of Bennington, VT, Michael Phelan of Washington, D. C. and Andy Phelan of Holliston, MA; his children-in-law, Guy, Laura and Kim; and his grandchildren, Anastasia, Eamonn, Grace, Lily, Ryan, Shelby and Peter.
