He was predeceased by: his wife Phyllis A. Cotter (Kraus); his parents, James Cotter and Hazel Cotter (Oxley); and his siblings, James Cotter and Ann Meissner.
He is survived by: his children, Thomas O. Cotter, Jr. (Kirsten) of Sandwich, Linda A. Cotter (Sean McGillicuddy) of Milton, Michael J. Cotter (Kristin) of Hanover and Kathleen M. Callahan (Michael) of Sagamore Beach; his grandchildren, Michael, Katelyn, Grace, Hannah, Catherine, Siobhan, James, Madison and Hunter; and his siblings, Florence Beneduci of Hingham, Loreto DaSilva of Leesburg, FL, Mary Green of Sagamore Beach and Gregory Cotter of Onset. He is also survived by several nephews and nieces.
