He is survived by: his children, Joslyn Phelps of Virginia Beach, VA., Jonathan Phelps of Paris and Jacklyn Spring (Aaron) of Las Cruces, NM.; his grandchildren, Alissa, London and Lilly; and his siblings, Patrick C., Paul E., Brian M., Mark W. Phelps, Moira A. Phelps and Teresa E. Hallett (Sharon Poplaski Phelps).
