She was predeceased by: her parents, Arthur Hebb and Edna Hebb (Martell); and her brother Dougie Hebb of Oklahoma. She is survived by: her husband James Rugg Sr. of Sterling Massachusetts; her children, Heather Rugg (Tony Matta) of Watertown, Massachusetts and James Rugg Jr. (Nicole) of Portsmouth; and her siblings, Collette Hebb (Bruce Drinkwater) of Auburn, Maine, Jimmy Hebb of Illinois and Nadine Hebb of Pepperell, Massachusetts. She is also survived by many nieces, nephews, friends, and neighbors.
In lieu of flowers, donations in Charlene's memory may be made payable to First Church in Sterling and mailed directly to the church at PO Box 40, Sterling, MA 01564.
