He was predeceased by: his daughter Kathleen B. Harbour; and his parents, William A. Harbour Sr. and Dorothy Serani (Perello). He is survived by: his wife Patricia Harbour (Cunningham); his son James R. Harbour of Norfolk; his siblings, John Harbour and Celia Serani; his grandchildren, Jillian Harbour and Owen Harbour; and his stepfather Americo Serani.
