He was loved and cherished by many people including: his parents, Harley Phelps and Beatrice Phelps (Nichols); his wife Elizabeth; his sons, Paul Phelps (Diane, Mark Phelps), Jeffrey (Sharon), Harley and Hap; his siblings, Richard Phelps and Mary Jane Zimmerman; and his daughter Jo-Ann Phelps. He was also cherished by 10 grandchildren and 4 great-grandchildren.
Memorial donations may be made to the Williamstown American Legion in care of the funeral home.
