He was predeceased by: his parents, James Phelan and Dorothy Phelan (Horton); his brothers, James Joseph Phelan, Kevin Lawrence Phelan and Patrick Brian Phelan; his niece Kristen Perez; and his grandmother Marie Phelan.
He is survived by: his siblings, Theresa Perez of Winchendon and Dennis Phelan of Townsend; his nephews, Rafael J. and Jason Perez; his niece Melissa Perez Capotosto; and his brother-in-law Rafael A. Perez.
