He was predeceased by: his parents, James Phelan and Dorothy Phelan (Horton); his brother James Joseph Phelan; his niece Kristen Phelan Pérez; and his grandmother Marie Phelan of Groton.
He is survived by: his girlfriend Michelle Pero of Groton; his girlfriend's children, Shannon, Jimmy and Jessica; his siblings, Theresa Pérez of Winchendon, Timothy Phelan of Groton and Dennis Phelan of Townsend; his nephews, Rafael J. Pérez and Jason Pérez; his niece Melissa Pérez Capotosto; his brother-in-law Rafael A. Pérez; and his brother Kevin Lawrence Phelan.
