He was predeceased by: his parents, Matthew Phelan and Mary Phelan (Sullivan); his wife Yvette Pelletier Phelan; his children, Jimmy Phelan and Carol Ann Phelan; and his siblings, Jean Cataldo, John Phelan and Tom Jackson.
He is survived by: his daughters, Kathleen McWalter and Charleen Belcher (Kent Belcher); his stepdaughters, Bonnie Sullivan and Cindy Ladue; and his grandchildren, Andy McWalter, Erica Barter, Bridget Belcher, Ian Belcher, Diana Frascella, Nicole LaPointe, Brian Sullivan and Patrick Sullivan. He is also survived by many extended family members and friends.
