He was loved and cherished by many people including: his parents, Alfred J. Rivers and Irene L. Rivers (Valliere); and his sister Cecile Semon. He was also cherished by several cousins, a niece and many longtime friends.

“I served in the U.S. Naval Security Group (NSA/CSS) with Howard (Howie) CTR2 during 1964-66. We were stationed together in the Philippines, Okinawa & flew together as Morse Intercept Operators in Vietnam. Howie earned two(2) Air Medals for his flights with Naval Air Squadron VQ-1 performing Unarmed North Vietnam Air Combat Support Missions. Howie enjoyed photography & motorcycle racing on Okinawa & was a Amateur (Ham) radio operator with the callsign K1MEB. 73 my friend Steve / W5BIB”
