She was predeceased by: her husband Walter E. Carter; her daughter Donna Marie Carter; and her parents, Roy Frost and Catherine Carroll Frost. She is survived by: her daughter Bethany Carter Bower; her son-in-law Brad Bower of Alexandria; her siblings, David Frost of Tieton, Richard Frost of Arvada, Nancy Conant of Greenfield, Linda Lenkowski of Florence and Mary Judge of Brookville; and her sister-in-law Virginia Allis of Whately. She is also survived by many nieces and nephews.
