He is survived by: his spouse Helen June Highberger of Herminie, PA; his son Kevin Arthur Carter; his grandchildren, Molly Elizabeth Carter of Boston, MA and Patrick John Carter of New York, NY.; his sister Harriett Carter Paden of Irwin, PA; and also Jill Elaine Parker. He is also survived by nieces and a nephew.

In lieu of flowers, memorial contributions may be made to Albright Care Services, for the Normandie Ridge Benevolent Fund, 1700 Normandie Dr., York, PA 17408.
