He is survived by: his wife Sylvia Nolan Rugg; his children, Sharon Rugg Marie (Blane), James Stephen Rugg (Sara), John David Rugg (Sylvia) and Jane Rugg Marshal; his brother Charles Rowan Rugg; and his grandchildren, Courtney Marie Borne, Christine Denea Marie, Rachel Rugg and Daniel Rugg. He is also survived by 5 great-grandchildren.
