He was predeceased by: his parents, Joseph L. Phillips and Bertha L. Westmoreland Phillips; his parents-in-law, Oscar Hughes and Nina Hughes; and his siblings, Joseph W. Phillips, Glenn R. Phillips and Irma L. Bennett.
He is survived by: his wife Brenda Hughes Phillips; his children, Annette M. Phillips and James Brandon Phillips (Tonya); his grandchildren, Dakota, Joshua Distefano, Hannah and Brantley Phillips; and his sisters, Louise Causey (Jimmy) and Elizabeth Phillips.
